REQUEST FOR PROPOSALS

SCOPE OF SERVICES

The City of Surrey (The “City”) is seeking a qualified and experienced Consultant to develop a comprehensive Music Strategy (the “Strategy”).

INTRODUCTION AND BACKGROUND

Among its many recommendations in the 2018 Parks, Recreation and Culture 10-year Strategic Plan, it calls for the development of a strategy to advance music in Surrey (Objective A2: Promote learning and engagement with the arts – A2.6). Although the City produces the largest and highest attended municipal music events in the Lower Mainland and offers annual musical programming through its Civic Theatres, the Culture division has not engaged in a music strategic planning process since its inception.

Background Information

The City recognizes the cultural and social benefits of music and that music can be utilized as a driver of employment and economic growth. Thriving music economies drive value for cities in several important ways: artistic growth, job creation, economic growth, tourism development, and city brand building. Strong music economies also attract other industrial investment, along with talented young workers who put a high value on quality of life, no matter their profession.

Benefits of implementing a Music Strategy include:

  1. Cultural development and artistic growth in the community;
  2. Positive economic benefits, both for industry and artists but also in spin off benefits for local businesses;
  3. Music tourism, creating a music destination city and associated benefits in community;
  4. City brand building, drawing music tourists, attracting investment and talent, businesses locating to City; and
  5. Strengthening social fabric of the City.

The Strategy have been created or are in the process of being created for other major municipalities in Canada including the City of Toronto, Vancouver, Victoria and Kelowna.  Interviews were held with these municipalities to gauge the successes and challenges of their strategy creation. A Music Planning Researcher was also hired for four months to compile research on Surrey’s music ecosystem, create a music directory, music venue and business map and identify trends and findings unique to the City of Surrey’s music industry.

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP.  It is the responsibility of Proponents to check the Websites for addenda.  The only way this RFP may be added to, or amended in any way, is by a formal written addendum.  No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent.  By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
