Request for Proposals

PURPOSE
The City of Surrey (the "City") is interested in receiving proposals (the "Proposal") from proponents (the "Proponent") who have recent experience in providing a Surrey Police Service (SPS) Workforce Management Software (as defined in section 1.3) in order to manage the SPS workforce including both officers and civilian staff.

The purpose of this request for proposals (the "RFP") is to solicit competitive proposals for the most appropriate Surrey Police Service (SPS) Workforce Management Software that provides the robust functionality (the "Services") as described in Schedule A.

SCOPE OF SERVICES
Surrey Police Service (SPS) is seeking an experienced and capable Proponent to provision, implement, and support a Policing Workforce Management Software solution. SPS anticipates utilizing the proposed solution to address processes associated with scheduling and managing staffing including but not limited to roster development, over time management, and call out notification.

SPS requires a policing workforce management software solution to manage and schedule SPS employees and assets for approximately 1150 employees, working 24 hours a day / 7 days a week / 365 days a year. SPS plans to deploy the solution for 500 employees in year 1, 300 more employees in year 2, and 350 more employees in year 3. The scope for this RFP is for the products and services required, including application software, configuration, implementation, testing and training as well as ongoing maintenance and support. If multiple solutions are required, Proposals with proponent partnerships are invited, as necessary, to meet the organization's goal to provide exemplary service to our citizens.

Proponents interested in attending the Information Meeting should send an e-mail to purchasing@surrey.ca to indicate their intent to attend the Information Meeting. The City will reply to all interested Proponents with Microsoft Teams login link.

ADDENDA
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca the "BC Bid Website") and the City Website at www.surrey.ca (the "City Website") that will form part of this RFP. It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
