REQUEST FOR PROPOSALS

PURPOSE

The City of Surrey (the “City”) invites Proposals from experienced and qualified Proponents for the provision of everything required including all skilled labour, tools, materials, equipment, software, training and support for provision of a Parking Mobile Payment App (the “App”) for all of the City’s paid On-Street Parking and Off-Street Parking, and those that may be added subsequently and any other requirements. The Proponent will be responsible for all aspects of providing, commissioning and integrating the App with the City’s associated parking technologies such as paystations, payment processor, and enforcement systems (both handheld and vehicle-based).

SPECIFICATIONS OF GOODS AND SCOPE OF SERVICES

FUNCTIONAL AND TECHNICAL REQUIREMENTS
The following describes the functional and technical requirements for the supplied App:
a) integration with any and existing City mobile applications including bylaw enforcement systems from GTechna and Genetec;
b) capacity to accommodate City branding;
c) countdown timer option and customer reminder of pending expiration or parking time and top-up capability to extend parking time;
d) potential for integration with other payment gateways such as transit authority payment systems and vehicle guidance or mapping apps;
e) geo-location recognition and prompting of parking location;
f) expedited customer registration options (i.e., online, mobile, or other);
g) ability to download the payment application to and operate on: Blackberry, Android, iOS operating systems, and any operating system that emerges within the term with equivalent market share to these established systems;
h) event discount function, with configurable rates, email notifications to participants/attendees, and programming in advance of event;
i) ability to offer employee discounts at specific parking sites for hourly or daily parking based on phone i.d., license plate number, or other individualized access code;
j) certification of compliance with current Payment Card Industry Data Security Standard;
k) comprehensive data management and account administration capabilities accessible through a client/City dashboard;
l) feature-rich account administration options for customers;
m) the City ownership of any and all transaction data with ability for City to access data for reporting purposes via a Client dashboard;
n) feature rich management software/dashboard accessible by the City, with comprehensive operational reporting capabilities;
o) a high level of data security measures in place to ensure compliance with BC personal information privacy legislation, including data hosting within Canada;
p) competitive fee structure, included as transaction fee and paid by end user or City (see Section 5.2 Payment of Schedule B – Draft Contract, Professional Services Agreement);
q) preference for features that support payment of Electric Vehicle (EV) charging transactions, e.g., API for EV charging units, coordinating dwell time with an EV charging fee schedule; and
Requirements in Support of Marketing and Signage:
r) in lieu of marketing support, the Contractor will provide $500.00 per annum for provision of signage to be installed and maintained by the City.

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid website at www.bcbid.gov.bc.ca and the City website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
