Paying Your Property Taxes

Get your property tax information electronically and avoid lineups. Log in to MyPropertyAccounts and change your bill delivery method to email by May 9,2019 to get your bill online.

*Property taxes are due July 2. When the property tax due date of July 2 falls on a weekend or statutory holiday, pay the following business day without penalty.

Property Tax Payment Options

The easiest and fastest way to pay your property taxes is with online banking, or setting up a pre-authorized payment plan with the City of Surrey. Credit card payments are currently not accepted.

  • Pay by Online Banking expand
  • Pay your property taxes online through your bank's website. When you pay online, we suggest you pay 3 days before the property tax due date. With most banks, you can schedule your payment ahead of time so you don't forget.

    How to Pay Your Surrey Property Taxes Online

    1. Set up City of Surrey as the payee. Some banks may have the payee name Surrey Property Tax or City of Surrey Taxes. Check with your financial institution if you're unclear of the payee naming.
    2. Use your 10-digit folio number as the account number. If your folio number ends in an "X", replace it with a "9."
    3. Make sure your folio number on your tax notice is the same as the account number set up with your bank. Update your banking records with the correct folio number if you've recently purchased or sold a property.
    4. Check your account balance by July 2, to make sure the payment was successful. If your payment takes longer than 3 days, or is not out of your account by July 2, check with your bank.

  • Pay by Pre-Authorized Pre-Payment Plan expand
  • Put money towards next year's Annual Utilities and Property Taxes with a monthly withdrawal from your financial institution with the Pre-Authorized Pre-Payment Plan (PAPP). With PAPP, you'll start paying your taxes for 2019.

    The pre-payment plan will accumulate 10 monthly withdrawals from your bank account, interest prescribed by the Province, and apply the funds towards your:

    • annual utilities balance in February, due April 2 (if applicable), and
    • property taxes balance in May.

    Be sure to get familiar with the payment withdrawal dates and details to avoid penalties. In particular, mark the July manual payment date in your calendar.

    Metered utilities are not covered by PAPP. See your metered utilities payment options, or learn about the auto-debit payment plan.

    Payment withdrawal dates

    With PAPP, we collect payments over 10 months, August 1 to May 1. Your payment will come out on the first day of each month. We don't take payments for June and July.

    Every year, you must make the final payment manually by the property tax due date - this payment will not come out of your account with the PAPP. Check the balance on your tax statement for this final payment amount to avoid a penalty.You must pay any difference and claim your Home Owner Grant, if eligible, by July 2 every year.

    Monthly payment calculation

    We calculate your monthly payment by estimating next year's property taxes and annual utilities amount, and dividing that total by 11, or by an amount we agree upon with you.

    Signing up for PAPP

    Register for this free plan today as a new applicant, and start saving for next year's property tax and annual utilities.

    First, get familiar with the Property Tax and Annual Utilities PAPP Terms and Conditions.

    Then, apply with the Property Taxes and Annual Utilities PAPP Application Form. Send us your complete Application Form and enclose a cheque marked "VOID."

    Making a change to your PAPP

    • Make a change on your existing account on the PAPP Request for Change Form
    • Alert us to any changes that might affect your monthly payment amount. If you convert to metered utilities or become eligible for the additional Home Owner Grant, you should change your PAPP account.
    • Notify us if you've sold your property. You can't transfer the PAPP to your new property — the authorization form you signed to join the plan is only valid for that property. So, you must submit another authorization form and a new cheque marked "VOID" for your new property.

    Cancelling PAPP

    Cancel your PAPP in writing. Refunds not available with PAPP

    We do not refund credits under the plan. If you're selling your property, adjustments must be made through your conveyancer.

    You must notify us of any changes in property ownership and provide written cancellation of your plan.

    Deferring next year's taxes on your PAPP

    Cancel your PAPP in writing, if you're planning to defer next year's taxes. You can't use the plan to pre-pay your annual utilities only. If you're considering property tax deferment, first make sure you meet the criteria.

  • Paying Through Your Mortgage Company

    If you're paying your property taxes through your mortgage company, claim your Home Owner Grant (if eligible) online by the due date, to avoid late penalty fees.

    You are responsible for communicating with your mortgage company and managing this service to ensure the balance owing is paid by the due date to avoid late penalty charges.

    Paying At Your Bank

    Save time by paying your tax notice at your local financial institution (service charges may apply).

    Some financial institution do not forward the remittance stub that contains the Home Owner Grant application to the City. If this is the case, claim the home owner grant online (if eligible) or complete the application form and submit it to City of Surrey.

    Paying By Telephone Banking

    Pay by phone through your bank's telephone banking service. Contact your bank's customer service line to set up telephone banking if you don't already have it.

    If your folio number ends with an "X," use "9."

    Contact your financial institution directly if you require assistance with this process.

    Paying at the Automatic Banking Machine (ABM)

    Pay through the ABM at your bank. Keep your receipt for your payment records.

  • Mail your cheque or money order payment and remittance stub with Home Owner Grant application completed, if eligible.

    Make cheques payable to City of Surrey and include your folio number on the cheque. Post-dated cheques are accepted.  Make sure the cheque is dated on or before the property tax due date.

    Send in your payment a minimum of 3 days before the property tax due date. We must receive your payment by or before the July 2 due date. If your mail is lost or delayed, and does not arrive by the due date, you may receive a penalty charge.

    If your payment cannot be processed due to an error on a cheque, insufficient bank funds or a returned item you will be charged a late payment penalty.

  • Pay at City Hall expand
  • 24-hr Drop-Off Box

    Get to City Hall and drop your payment, in an envelope, in the mail slot at the south entrance of City Hall (Plaza area). You can drop off your payment 24 hours a day - but if you pay after midnight on the due date, you may receive a late penalty charge.


    To avoid waiting in lineups and finding parking during busy tax times, consider your other, more convenient payment options.  To receive faster service, bring a prepared cheque, completed homeowner grant application (if eligible, and a copy of your property tax notice.

Late Property Tax Penalties

You will be charged a 5% penalty if you do not pay your property taxes by midnight July 2.
You will be charged a further 5% after September 2.

If your payment cannot be processed due to an error on a cheque, insufficient bank funds or a returned item you will be charged a late payment penalty. Your mail must be postmarked by Canada Post no later than the due date to avoid penalty.

A reminder notice will be mailed if there is an outstanding balance on your account after the due date.

As a property owner, you are responsible for payment, whether or not you receive a notice. If your mailing address is not correct in our system, you must update your information.

If you don't pay your property tax balance in full, in anticipation of receiving a home owner grant, but your grant application is denied, you may receive late penalties on the tax amount remaining.

If you have taxes owing for 3 years (the current year plus two previous years), your property will be listed in the municipal tax sale, according to provincial legislation.
