Building Permit Applications

Building Permit application forms are available at the Building Services counter at City Hall on 2 West. We do not currently have the capacity to accept applications online. All applicable forms must be filled out and submitted with the Building Permit application package.

Building Permit Fees

The Building Permit Fees will be based on the value of construction (building value). Use the Building/Sign Permit Fee Estimator to calculate the fee required at the time of application.

Fees can be paid by cash, cheque or debit. Credit cards are not accepted.

The declared value of construction will be validated using Marshall & Swift Valuations during the plan review process prior to Building Permit issuance. A plan processing fee, equal to 35 percent of the estimated building permit fee, is required at the time of each Building Permit application. The plan processing fee is non-refundable and will be credited against the calculated building permit fee, which shall be paid in full prior to Building Permit issuance. For all tenant improvement and landlord improvement building permits, the full building permit fee must be paid at the time of building permit application. Where applicable, payment of Development Cost Charges, School Site Acquisition Charges,GVS & DD Charges, and NCP Amenity Contributions are required prior to the issuance of a Building Permit.

Building Permit Timelines

There are no guaranteed timelines for building permits. For a new building/addition there is no minimum or approximate timeline due to the complexity of these types of applications. For a tenant/landlord improvement allow for a minimum timeline of six to eight weeks. The timeline for all building permits depends on the completeness of the application, how quickly the City's comments are responded to, volume of applications to be reviewed by each review group, etc. You may consult the Online Building Permit Application Inquiry to query the status of your building permit and find out which Plan Reviewer it has been assigned to.

Building Permit Address

Existing civic addresses are rarely retained for new development. Prior to preparing any documents or drawings, ensure that the new civic address(es) of a subject property have been established by an Addressing Clerk. The correct civic address shall be displayed in an obvious location on each drawing sheet. Drawings will not be reviewed with incorrect or missing addresses.
